Contract Type and Description
SeaPort Enhanced (SeaPort-e) made electronic procurement of Engineering, Technical and Programmatic support services at NAVSEA a reality. The Navy Virtual SYSCOM (VS) Commanders (NAVAIR, NAVSEA, NAVSUP and SPAWAR) have decided to leverage the successes and efficiencies of the SeaPort-e business model by designating SeaPort-e the vehicle of choice for future Engineering, Financial, and Program Management contractor support services. This decision emphasizes the Navy Virtual SYSCOM's focus on implementing cost-effective and integrated business practices to better support our Navy.

Carley Corporation is one of four pre-qualified small business contractors under the Naval Air Systems Command (NAVAIR) Training Systems Contract (TSC) II, Lot II, an Indefinite Delivery/Indefinite Quantity Contract (ID/IQ) contract. The Carley Team includes Northrop Grumman Information Technology (NGIT) and Computer Sciences Corporation (CSC). The services provided by Carley under this contract include planning, analysis, design, development, implementation, evaluation, support, maintenance, modification, modeling and simulation, and management of technology-based training products.

Carley Corporation is one of seven pre-qualified contractors under the Naval Education and Training Professional Development and Technology Center (NETPDTC) Curriculum Development Training Data Products and Services IDIQ contract awarded in 2008.

The NETPDTC contracting vehicle can be used by any of the branches of the Department of Defense to acquire services and has an overall period of performance of five years. The total potential value of the contract to Carley Corporation is $46M.

Our solutions available under the NETPDTC contract include Advanced Distributed Learning (ADL) courseware development, performance support systems development, knowledge management, and on-site human performance services support.

Under the Army's Simulation, Training and Instrumentation Omnibus Contract II (STOC II) vehicle, Carley Corporation holds two contracts:
  • one to bid tasks specifically reserved for small businesses (set aside/restricted)
  • one for tasks open to all bidders (full and open/unrestricted)

With a funding ceiling of $17,500,000,000, STOC II is a major contract vehicle for the Army's simulation and training efforts and is available for use by other military services and federal agencies as well. Carley offers a broad range of training products and services through STOC II, including an array of computer- and web-based courseware and technology-based training systems.
