September 21, 2001
On behalf of
the National Institute of Justice (NIJ), Carley Corporation was
awarded a contract by NAVAIR Orlando (NAWCTSD) to research and develop
effective training for School Resource Officers and responding law
enforcement personnel. Many programs, encouraged or funded by a
variety of Federal and State government agencies, have been implemented
in the Nation's schools in recent years to promote an atmosphere
of non-violence and mutual respect for persons and property and
to encourage conflict resolution by means other than violence and
disruptive behavior. Training efforts have been broad based, focusing
on school personnel, including administrative personnel, teachers,
bus drivers, cafeteria workers, and students. However, little focused
national attention has been given to the application of training
technology as an effective aid or force multiplier for School Resource
Officers and responding law enforcement personnel.
Carley Corporations
winning approach demonstrates creativity in identifying training
requirements and developing the Advanced Distributed Learning (ADL)
conformant curriculum. The resulting training program, incorporating
adult learning principles, will be easy to use, and flexible to
adapt to specific needs of individual school systems throughout
the Nation. The interactive multimedia instruction will incorporate
policy and procedures training; interpersonal skill development;
officer safety; threat identification and mitigation; and use of
force or judgment training. The curriculum will be enhanced with
realistic case studies and role-playing.
