General Overview of HCaTS
HCaTS is a partnership between the General Services Administration (GSA) and the Office of Personnel Management (OPM) to provide the Federal government with human resource training and development and human capital management services more efficiently and effectively.Task Orders issued under this ID/IQ may include incentives, performance based measures, multi-year or option periods, and commercial or non-commercial items.
The HCaTS contract is organized into three Key Service Areas (KSAs):

Customized Training and Development Services | Under this functional area, contractors will develop training as well as deliver courses and provide curriculum administration services. Contractors will also provide employee coaching services. |

Customized Organizational Performance Improvement | Under this functional area, contractors will provide consultation services in order to achieve improved performance due to changes in how people are organized around business processes, changes to the processes themselves and the tools created to support those processes, as well as changes in management practices. |

Scope
PACRM is a 7-year, $90 Million multi-award IDIQ contract with a scope that includes a wide range of Curriculum Revision and Maintenance (CRM) services for various Navy and non-Navy customers.
These CRM services are intended to support revision, update, and maintenance of curriculum to ensure currency and accuracy of content in support of flight training, education, and training services for the Navy, Marine Corps, and Foreign Military Sales (FMS) customers.
This contract also provides for the development of new lessons for curriculum that results from major Naval Air Training and Operating Procedures Standardization and Operational Flight Program upgrades to naval aircraft type/model/series in support of fleet replacement squadrons, fleet readiness centers, fleet replacement detachments, and aircraft weapons and tactics schools.

Scope
ATACD is a 5-year, single-award IDIQ contract with a ceiling of $81 M.
This contract is primarily focused on providing training and performance solutions for aviation maintainers and operators (i.e., flight students, pilots, and aircrew). Naval aviation platforms that will be supported include (but are not limited to) the E-6B (Mercury), MQ-8 (Fire Scout), MQ-4 (Triton), MH-60 (Seahawk), F/A-18 (Hornet/Super Hornet), E-2D (Hawkeye), P-8 (Poseidon), KC-130 (Super Hercules), CH-53K (King Stallion), MQ-9 (Reaper), H-1 (Viper/Venom), AV-8B (Harrier).
This contract also covers development of curriculum products for Navy A-Schools, Chief of Naval Air Training (CNATRA), Undergraduate Flight Training Systems, and International Programs/Foreign Military Sales (FMS).

Scope
The efforts under the Re-engineering, Development and PC Simulation NTPS MAC involve applying the Instructional Systems Development (ISD) or ISD/Systems Approach to Training (ISD/SAT) models to the development and life-cycle maintenance of Re-engineering, Development and PC Simulations.
- Content Re-engineering – Requirements under this area will consist of (but not limited too) re-development of training material or simulations following the Naval Education and Training Command Course Development & Revision Process (E2E process). It will include the development of higher-end training based on the completed process. Content developed in these TOs or SOOs will be more interactive (level 2 / 3 / 4), more based on Skill Proficiency Levels (SPL1 – Imitation and SPL2 – Precision) and most knowledge development will be specifically Knowledge Proficiency Level (KPL2 – Application / Analysis or KPL3 – Synthesis and Evaluation). Assessments will be more performance based, may rely on PC-simulations, Part-Task Trainers, Technical Training Equipment (TTE) or combination approach.
- Development – Using CPM/LO create Performance-based blended learning that can be assessed.
- PC Modeling and Simulation – Requirements under this area will consist of development of high-level (Level III – IV) training applications that employ simulation technology on personal computer platforms.

Scope
The scope of this Indefinite Delivery/Indefinite Quantity (ID/IQ) contract is to provide training device and training systems design, development, production, test and evaluation, delivery, modification, and support. For this contract, Carley is the managing member of a Joint Venture – Triton II JV – formed together with Cole Engineering Services Inc. and FAAC, Inc. The Air Force Life Cycle Management Center, Architecture & Integration Directorate’s (AFLCMC/XA) mission is to work with the requirements community and S&T/Industry to analyze gaps, requirements, missions, threats, and technologies and to develop systems or solutions to address warfighter needs while launching high confidence programs. AFLCMC/XA activities include Modeling, Simulation & Analysis (MS&A), Capability Development/Development Planning (CD-DP), Cost Analysis/Trades, Technical Risk Reduction/Test Engineering, Standards and Architecture Development and Curation, Software Development and Curation, and Advanced Synthetic/Virtual Simulator Environments Development for Operational Test and Training.
This multi-award ID/IQ has a 10-year ordering period with a ceiling of $900M and focuses on the development of innovative approaches that bring multi-domain systems capabilities, the characterization of new technologies and systems through studies, recurrent demonstration and rapid development to enable rapid prototyping, and test and capability transition.
